Precommunist governments of Central (ECE) & East Europe (EE) were undemocratic, making the transition to democracy & the full protection of human rights difficult. The protection of human rights features of EE & ECE nations is discussed, & it is noted that emerging nationalism, with its exclusiveness, has hampered the establishment of human rights. Explored is EE & ECE adoption of the UN International Covenant on Civil & Political Rights (ICCPR) to the Human Rights Committee, the absence of the ratification of the Optional Protocol to ICCPR, & the limited announcement of these treaties. Constitutional status of human rights, the lack of clarity regarding the separation of governmental powers, discriminatory rules & practices, & the continued suppression of freedoms, such as the practice of religion, freedom & movement, rights to privacy, assembly, freedom of association, & the right to form trade unions, are examined.
